Comprehensive plan to increase the energy efficiency of Kazakhstan scheduled for 2012-2015 has been adopted today at the government session chaired by Prime Minister Karim Massimov as Zakon.kz informs with reference to the official site of Prime Minister of Kazakhstan.

Further an order of the President the Government accepted a unique program which shall for five to ten years help to renew deteriorating residential properties. That is why the state program for housing infrastructure modernization in Karaganda region foresees KZT 180 millions. This amount shall cover overhaul and termomodernization of ten multi-apartment houses in Karaganda, Temirtau, Saran and Satpayev.

We are just beginners in the global energy saving. Program for housing infrastructure modernization reaches its midst but still raises many questions. Valery Vlachkov, a Bulgarian expert of UN, came to Kazakhstan and shall assess how to save money and the health.



22.12.2011    Double Savings
On 3rd November, a presentation on the UNDP/GEF pilot project took place in Astana, which focused on the reconstruction of the heating system at school ¹ 9, and the introduction of innovative, energy-efficient technologies. It is proposed that the school`s heating bill will be reduced by more than 25%.



10.12.2011    House gets smarter once overhauled
Tenants from the house No.9 located at Abdirov avenue in Karaganda have decorated their staircases with the flowers in pots adding such a feature to new interior. It is not cold behind their doors though staircases are not heated. As tenants say the secret is in energy saving equipment: staircases are warmed thanks to special airlock and double doors. More over the builders left some gaps allowing the warm air from the cellar to access the staircases. The cellar yet is the most surprising. It was the first what project implementators demonstrated to Akim of the region.

Objectives:
The objective of the project is to reduce greenhouse gas (GHG) emissions from the municipal heat and hot water supply systems in Kazakhstan and to lay the foundation for the sustainable development of these services taking into account local as well as global environmental considerations.

 

Background information:

The project is aimed to remove barriers in increasing of energy efficiency in municipal heat supply as well on the party of consumption as of production, to develop local opportunities, to strengthen normative-law and institutional basis and to create stimulus for introduction of new institutional and financial mechanisms to attract investments into realization of measures on energy efficiency in municipal heat supply.
About the project:

UNDP/GEF REMOVING BARRIERS TO ENERGY EFFICIENCY IN MUNICIPAL HEAT AND HOT WATER SUPPLY PROJECT.

Objectives of the project:     
The long-term objective of the project is reduction greenhouse gas emissions from municipal heat supply systems in Kazakhstan and preparation the foundations for sustainable development of municipal service, taking into account local and global environmental issues. 
    

Background information:
The project is aimed to remove barriers in increasing of energy efficiency in municipal heat supply as well on the party of consumption as of production, to develop local opportunities, to strengthen normative-law and institutional basis and to create stimulus for introduction of new institutional and financial mechanisms to attract investments into realization of measures on energy efficiency in municipal heat supply.    


The main project components are:
1) Strengthening normative-legal and institutional frameworks to promote energy efficiency in the heat supply of Kazakhstan;
2) Raising awareness and local opportunities in the application of the new institutional and financial mechanisms for organization of energy efficient service in heat supply and attracting financing for investment needs.
3) Gathering, analysis and distribution of the results and lessons of the project with a view to effective duplicating in Kazakhstan and other countries of the region.

 Partners:
•  Agency for Construction, Housing and Utilities of the Republic of Kazakhstan (Executive agency);
•  Ministries: Ministry of Energy and Mineral Resources,
•  Ministry of Environment Protection, Ministry of Economy and Budget Planning, Ministry of Industry and Trade, Ministry of Labor and Social Protection of the Population;
•  Local technical and research institutes in the field of energy and climate change (KazNIIEK, Institute of Energy, KazNIPIenergoprom, etc.);
•  Municipalities of Astana and Almaty cities;
•  Private sector,
•  Programs and projects of  other international donors in the energy field;
•  Local associations and non-governmental organizations (Energy efficiency and clean production center, Almaty).
 

Upon completion of the project will be achieved the following results:
•  accepted proposals for legislative and regulatory changes to promote incentives for increasing energy efficiency in heat supply;
•  implemented new institutional and financial models to attracting investments in measures on energy efficiency and potential of stakeholders for their further implementation and duplicating;
•  Gathering, analysis and distribution of the results and lessons of the project with a view to effective duplicating in Kazakhstan and other CIS countries completed

The expected global benefits
The expected global benefits is consisted in reduction greenhouse gas emissions in Kazakhstan by improving energy efficiency of heating and hot water supply

The expected benefits at the national and local levels include:
•  more sustained heat supply sector in terms of financing;
•  improving the quality of heat supply systems service offered to consumers;
•  reduction of local environment pollution;
•  new jobs/ opportunities for business development.
